• Act as a neutral partner in promoting regional business retention and expansion while discouraging "raiding" among the North County communities.

• Present regional workshops and conferences on significant issues impacting economic sustainability and quality of life in North County.

• Initiate collaborations with business, cities, chambers, education, health organizations, and others, to better serve the long-range needs of the region.

• Develop comprehensive information resources of current economic and demographic data and projections for the region.

• Develop targeted marketing campaigns, in collaboration with cities, chambers, tourism bureaus, and others, to enhance awareness and the overall image of North County and to help attract select technology cluster businesses.

• Provide leadership to increase the region’s effectiveness in matters involving County, State, and Federal agencies, foreign trade offices and associations.

• Provide assistance to expanding or relocating businesses with site selection, permit assistance and workforce development.
